You can walk southwestward along Nantong Street for 900m to Jungong Bus Stop to take airport shuttle bus line 3 to the airport, taking CNY20 and about 110min.

Can i pay cash when i board from the bus stop if i don't book online?

You can pay in cash but I'm not sure whether you can buy upon arrival at Jungong stop. There is the ticket window at Harbin Railway Station stop. To be on the safe side, I more recommend to take the bus at Harbin Railway Station if you can't book online.
