Can I renew my Hong Kong Permanent ID Card at the Chinese Embassy?

Can I use the following form to renew my HK Permanent ID at the Chinese Embassy? This form is on the Hong Kong government immigration website:
https://www.immd.gov.hk/eng/forms/forms/id845.html

It is titled 'Overseas Processing Form for Hong Kong Special Administrative Region Passport/ and Hong Kong Permanent Identity Card' and is stated as 'for official use of the Chinese Embassy/ Consulate-General'

Thanks for your reply - I also emailed the embassy and they said it is a matter for HK immigration and not dealt with at the Chinese embassy.. would you be able to advise a specific process for approaching the embassy e.g. is there a specific appointment I should book or a department I should email/ contact? Many thanks
