7 Days Inn Harbin Railway Station South Square allows foreigners to stay or not ?

I would like to know the 7 Days Inn Harbin Railway Station South Square allows foreigners to stay or not ?
due to I found in the Property policies is "The property accepts only Mainland Chinese citizens. Guests must present a valid PRC Identification Card upon check-in." But there are a lot of foreign reviews in the reviews.

Maybe the hotel is not capable for foreigners. Hotels in China need to report to the police office after they receive foreign guests, may be they just want to be free from troubles.
