Can I travel with disposable puffs in my cary on lugage

I am traveling from Europe to Japan with a flight connection in Pudong Airport in Shanghai. I am planning to bring disposable puffs in my carry-on luggage. Will it show on scan? Is it allowed? What’s the risk here? Security agents can ask me to get them out of my bag for further inspection?
