a 10-years China Visa for American

hello, my auntie is planning to apply a Chinese tourist visa (supposed to be L type), her nationality was indonesian but then she moved to Philadelphia and already got a citizen ID card (she's also has already got the US passport) which means her nationality now is an american, and now wanting to get the Chinese tourist visa, can she get a 10-years China visa? she has never been to china before.
