17 year old has not had passport for 3 months can he still apply?

If somebody does not have a passport, such a person cannot travel on international journeys and is not able to enjoy any kind of options being it an entry into one country or a transit through it. To conclude, a person without a passport cannot enjoy 144 hour visa free transit.
