Greetings. I, along with 3 family members, have Indonesian passports. I will be travelling from Tokyo to Jakarta, through Guangzhou, transit scheduled for 23h55m. Can the four of us use the time to go on a city tour with the 24-hour visa-free option? Thank you.

Yes, you definitely can. In order to be allowed to do that you will approach 24/144 hour visa free transit counter immediately upon your landing in Guangzhou where you will apply for a temporary entry permit in order to be allowed to exit the airport. This application is free of charge and here you will present your flight tickets and your accommodation booking if you plan to spend a night outside the airport. After a short check, your permit will be granted and you will head to the immigration in order to exit the airport and to enjoy your time on your own. It is interesting to read that your layover is 23 hours and 55 minutes. I hope you have counted precisely and based on your scheduled time because even 1 minute over 24 hours would disqualify you for 24 hour visa free transit. In any case, I wish you a nice/pleasant journey.
