Asking about china ID card

I am a Japanese merchant holding HK ID, can I apply China ID card = 回乡证?

You mistake Chinese ID and Return Permit. You cannot apply for a Chinese ID card, but a Mainland Travel Permit for Hong Kong and Macao Residents . You can view this official site of China Travel Service Hong Kong for the application details: https://www.ctshk.com/mep/zh/non-chinese_firstpage/
