THE "OR" MAKE NO SENSE.
USD 5000 = RMB36000
SO , USD 4999 PLUS RMB 19999 DON'T HAVE TO DECLARE?

If you take USD 4,999, OR RMB 19,999, you don't need to declare, but if taking USD 4,999 PLUS RMB 19,999, then you have to declare.
