How long before my Work Permit begins can I arrive in China

My Work Permit has a start date of September 1. I'd like to arrive in China a bit before then. What is the earliest I can arrive?

What do you mean by work permit? You need to apply for a work visa with the work permit, so as to come to China to work. Once you successfully get the visa, you can enter China anytime within its valid period.

BTW, as an Australian, you can now enter China without a visa and stay for 15 days at most. In other words, you can enter China 15 days before the validity of your work visa using the policy, exit to somewhere else like HK, then reenter with your work visa.
