Yes, you are allowed to do that because under 144 hour visa free transit you can travel and explore the entire Guangdong province.

The main detail here is that you will have to book your ferry ticket for either Hong Kong or Macau in advance or better to say even before you depart from Manila. If you plan to travel from Shenzhen to Hong Kong you will buy your ferry ticket through CKS - Chu Kong Passenger Transport Company website and if you decide to travel to Macau then through TurboJet website. You will depart from Shekou port in Shenzhen to either Hong Kong or Macau.

When you buy your ticket you should print it out and have that printout with you at hand because you will have to present it in both Manila and Guangzhou as a proof that you will be really in a transit. So, when you arrive in Guangzhou, the first thing that you will do is to approach the transit counter where you will present your tickets and your accommodation booking confirmation for, at least, the first overnight in Guangzhou. After a short check, you will be allowed to cross the immigration and to enjoy your time in Guangdong province in the way you wish. Have a nice journey.

By the way, I encourage you to use correct terminology because it is not 144 hours visa, but 144 hour visa free transit, so there is no visa of any kind.
