Can I check in a luggae and have a carry on luggage at the same time, when boarding the train?

travelling from shanghai to hangzhou and back

Yes, you can. But I think there is no need to do so. As long as your luggage doesn't contain prohibited items, it should not be a problem to take them all onboard because the staff seldom weigh the luggage.
