Mari, your itinerary is definitely eligible for 24 hour visa free transit and you do not need any kind of visa. You should have in mind and you are suggested to print out your flight tickets and to have them at hand ready to be presented to relevant authorities. Immediately upon landing at Pudong ask for a transit counter and apply there for a temporary entry permit to be allowed to exit the airport. This application is a formality, but you need to have one in order to exit the airport. This is all free of charge and you will do that by presenting your flight tickets.
After a permit is granted, you will exit the airport and literally run to Hongqiao airport in order to catch your flight to Tokyo. Your transit time is really tight and you will have to do it all in a hurry. You are also advised to check whether your luggage will be tagged all the way to Tokyo or you will have to collect it at Pudontg and re-check at Hongqiao.
