China transit visa

Hi, I will travel from Phuket - Bejing - Sweden. The layover is about 14 hours. I am thinking about staying in a hotel near the airport. I have a Swedish passport.
Can I get the 24 hour visa- free and what’s the cost for that? Also I arrive in the middle of the night, is the office open then to get the visa permit if needed?
