About:24-Hour Visa-Free Transit

TWOV for 14 hours layover in Guangzhou with Philippines passport

Am I eligible? How do I get the permit? Do I apply before I leave Sydney or is application at Guangzhou airport?

It depends on your itinerary. If it is Sydney - Guangzhou - Another Country, then you are eligible for the 24-hour visa-free transit. You don't need any visa at all. If you want to exit the airport, you should apply for a temporary entry permit at the Guangzhou airport.
