Herbal tea, tincture, salve

Can I bring herbal tea (dried herbs like mullein, calendula), tinctures (non toxic), and homemade balm/salve? None are “live plant”. And if yes, can I bring homemade products or must they be store bought?

It is better to take store bought tea and declare it.
