About:Chinese Embassies and Consulates

Living in Spokane, Wa as well

I am also applying for a Chinese visa, but understand that I need to apply at the Washington D.C. consulate?
I do not have any relatives there. How do I get my visa application submitted?

If you are in WA, you need to apply for a visa in Chinese consulate in San Francisco. No appointment is needed and you can just walk in to apply for it. By the way, the visa application documents are also simplified and you don't need to prepare air tickets or invitation letters.
