About:Hainan 30-Day Visa-Free Access

Visiting Hainan as individual holding Indonesia passport

We re planning to fly direct to Haikou from Singapore on our own with a local guide & driver (private tour) . We have booked flight tickets & hotel, do we still need to register for free visa thru local agency?
