About:24-Hour Visa-Free Transit

Hi,
Can you confirm if we can in Xiamen immigration for a 24hr free visa?
We tried to email this link http://ph.china-embassy.gov.cn/eng/lsfw/visas/201208/t20120814_1336195.htm
and suggested us to get a Visa which is a hassle for us here in the Philippines since embassy is too far.
We will have a 20hr layover and our flight will be 5pm the next day, what tour should we avail?
