About:240-Hour Visa-Free Transit

Can a person get the 144-hour exemption on a US/Canada -> Beijing -> Hong Kong -> US/Canada route?

Ie, A is third country (US/Canada), C is Hong Kong.

Yes, of course. Itinerary you have presented is definitely eligible for 144 hour visa free transit in wider Beijing area and you do not need any kind of visa.
