Can i apply my x1 visa in zimbabwe but am zambian

I had a temporary zimbabwean permit but it expired and passport was lost so i got another one but it doesnt have a permit just number of days ...can i apply my x1 visa at the zimbwean chinnese embassy? I already recieved the JW202

I'm afraid the rejection rate would be high and it is better to apply for it in your home country.
