Do I need an appointment to do a passport here

I am going to be an Agent for my boss when I go to the consulate in LA. How do I make an appointment online? I can't find it on the website except for an appointment for requesting a visa which I am not doing

Is your boss a Chinese? He needs to download the “中国领事”APP and then submit applications. If it is proved, he can mail the required documents to the embassy or consulate.
