Is “China Home Return Permit” available to apply outside the China?

I have both HK ID and Passport but don’t have the Home Return Permit. I am currently living in Canada. Can I apply here prior to travel to China, if so, how long does it take?

Hi, it is available for you to apply for a Travel Permit in the local embassy or consulate to travel to China. Also, you need to download ''中国领事' APP first to submit application. Once it is approved, you can submit all the required documents to the consulate or embassy. Generally, it takes about 4 working days to get it, nearly the same time as a visa application.
