About:24-Hour Visa-Free Transit

Change of airports in Beijing

Traveling from UK to Russia arriving to PEK and leaving from PKX the same day - due to time difference I will not be able to book a seat on connecting flight to Russia before leaving UK - do I need to apply for 24hr transit visa in advance?
