1 parent sor S1 Visa Application

My husband is traveling. We will move to China with 2 kids for work. Can I go apply for the S1 visa for the kids with their birth certificates and our passport copies and Chinese marriage license? Or do we both have to be there to apply?

As I know, if your kids are below 14 years old, you can apply for them on their behalf.
