As I know, Philippine passport holders are not eligible for the 144-hour visa-free transit.
Also, 144-hour visa free transit permit is only available at Guangzhou Airport, Shenzhen Airport, or Jieyang Airport in Guangdong province. So it means you need to fly into one of the airports to be eligible.

There is an easier way for Singapore passports holders: applying for VOAs at the border between Zhuhai and Macau. But it is only eligible for 3 days and limits you to Zhuhai administration borders.
