Smokeless Tobacco

I am a user of Zyn Smokeless Tobacco (Actually tobacco free and are just nicotine pouches) Is it a one to one ratio with Cigarettes? I am planning to bring close to the limit with me, but would rather know before hand.

There are no clear regulations on those nicotine pouches yet. For reference, one can take in at most 400 cigarettes into China.
