About:Layover in Shanghai

enter Shanghai during 17 hour layover

Hello,
I'm Vietnames National. I'm planning to travel to europe with China Eastern air in September 2023. the flight has 17 hours transit in Shanghai. Do i need to apply for a transit visa if i want to get out of the airport and visit Shanghai during the 17 hour transit time?
Also is it difficult to apply for a visa free entry permit?
