About:24-Hour Visa-Free Transit

Moscow (Russia) - Shanghai - Phuket

Hello,
Can I use a 24-Hour TWOV visa for the flight Moscow (Russia) - Shanghai (9 hours stop) - Phuket if I'm a Russian citizen? And can I also try to apply for a temporary entry permit to go sightseeing?
