How Do I apply for a Free Transit Visa?

I'm planning my trip with Final Destination Spain but making a Layover of 17 hours in Shanghai, my passport is from El Salvador but I Live in Melbourne, Australia. My question is: Can I apply for my Transit Visa when I arrive at Shanghai airport or do I ask for it here in Melbourne? if so How do I apply for it? or do I ask for it here in Melbourne?

If Shanghai is your only stop in mainland China, then you are covered by 24-hour visa-free transit and you don't need to apply for any visa. You can transit without a visa and if you want to get out of the airport, you can also apply for a temporary entry permit at 24 visa free transit desk to be allowed to exit the airport.
