About:24-Hour Visa-Free Transit

I am going to go on standby ticket from DAY - DFW then DFW - PVG with American airlines then i'll buy a confirmed ticket from PVG - TPE. My confirmed ticket to TPE is within 24 hours of landing in PVG. So I know I qualify for the 24 hour visa-free transit. But how do I get the Arrival/Departure card? The Dayton airport does not have a customs/immigration counter. If I don't have this card, will I be denied boarding on the DFW - PVG flight?
