When you travel on 24 hour visa free transit, you do not need any kind of visa and the Chinese authorities will allow you to proceed to your onward destination visa free and without any obstacles. However, 24 hour visa free transit does not imply the right to be allowed to exit the airport (airside). This detail is based on discretion of the airport authorities only. The situation when the passengers in transit are stuck at the airport usually happens when the transit times are relatively short and when there is no overnight waiting at the airport. Also, Beijing airport is by far the strictest in this regard. In reality, there is nothing you can do, but to find some activity in order that your time passes as faster as possible. I'm sorry.

Also, it is true that there is no 24 hour visa... You are in 24 hour visa free transit, so there is no visa at all... Also, to be allowed to exit the airport, you apply for a temporay entry permit that is based on discretion of airport authorities and not based on any visa. So, they are correct when they say that there is no visa of any kind.
