Itinerary for a Singaporean citizen:

Singapore - Guangzhou - Hong Kong

Is definitely eligible for both 24 (if staying in Guangdong province for less than 24 hours) hours visa free transit and 144 (if staying in Guangdong province for more than 24 hours) hours visa free transit.

In other words, you do not need any kind of visa for sucha an itinerary.

You are informed that you cannot use any train option to get to Hong Kong, but you can use a ferry from Nansha (south from Guangzhou) or Shekou port in Shenzhen to reach Hong Kong instead od plane. Anyway, to be able to use the ferries, you would have to book a ticket for one before your arrival in China, to print out the ticket and to have that ticket with you in hard copy. So, if your initial plan was to flight from Guangzhou to Hong Kong, you can proceed with such a plan because it is probably somewhat simpler.

Now, you know you are eligible for visa free transit stay in entire Guangdong province, you can decide whether you will stay for shorter or longer time and whether you will continue to Hong Kong by plane or by taking a ferry. In any case, you are fine to travel without a visa.
