72-hour transit visa

I am Australian and have a ticket.by Air China from Sydney to Harbin with 3 hours stop in Beijing.
I am going to stop in Harbin for 49 hours for waiting next fly.
I booked hotel in Harbin.
I have a ticket from Harbin to Vladivostok by Aurora airline.
Can I get a 72-hour transit visa in Harbin airport?

I'm afraid you cannot as you will transfer in two areas in China for longer than 24 hours. In your case, applying for a Chinese visa is must.
