Recent experience tells in favor of eligibility of those Malaysian citizens who were granted a Chinese visa in the past. In other words, if Malaysian citizen can prove that she/he has been issued a Chinese visa in the past by presenting that old visa in her/his old or current passport, the chances of obtaining a VOA are very high.

Anyway, you should be aware that VOA cover just limited area like Zhuhai, Xiamen and Shenzhen, so you cannot proceed toward the rest of the mainland. If you were referring to Hainan visa, you should better forget about it because its status is currently in a quite grey area. In other words, you and other prospective users of Hainan VOA should forget about it for a foreseeable future.
