Yes, it is possible, but you have to remain within 24 hours frame. In other words you can rely on 24 hour visa free transit if the entire time from your first scheduled landing in mainland China (in your case Guangzhou), until your final scheduled departure from mainland China (in your case Xi'an) is less or equal to 24 hours. Only the scheduled landing and departures are counted because the plane can arrive earlier or even late.
So, if you are within 24 hours, you will, upon your arrival in Guangzhou, approach 24/144 hour visa free transit desk and apply for a temporary entry permit by presenting your travel itinerary. After a short check, you will be granted an entry and you will be able to leave the airport and to proceed with your planned journey.
