About:240-Hour Visa-Free Transit
Is HK --> Shanghai --> Shenzhen valid? Or even inverting Shenzen and Hong Kong

No, unfortunately, it is not. You miss a country C. Anyway, you can do:
Hong Kong - Shanghai - Macau
If you can do something like this,then you will be eligible for 144 hours visa free transit in wider Shanghai area.
