New Personal Statement Requirement

Applying for a Business visa, and the visa processing service we use says that as a new requirement, a personal statement is now required for the application (in addition to invitation letter and Company support letter); the personal statement submitted by the traveller is supposed to state the "emergency situation requiring the visa," but the processing service cannot explain further. Does the Consulate require an "emergency" situation now for business visas? What is considered an emergency?
