Can Student with hepatitis B get an X1 visa into China?

A student currently with admission in a University in mainland china and studying online due to the convid 19 entry restrictions was diagnosed to be hepatitis B carrier since he has tested positive for the virus for almost a year now. Can such a student access an X1 student visa once the restriction is lifted ?

As I know, Chinese hepatitis B carrier is not allowed in the school. I think it is the same to overseas students.
