can i change my tourist visa or bussiness visa to student visa later

hi i am an international student studying in china due to the visa ban i was thinking is it possible to apply for tourist or business visa first and later when i get my jwo2 i will change to student visa in china itself is this possible now in this pandemic situation.i hold indian nationality and residence permit of qatar

The problem is it's not easy to get a visa to enter China right now. If you successfully make it, you can renew it to a student visa within China.
