I AM PLANNING ON MOVING TO CHINA TO TEACH ENGLISH.

DO I NEED TO COME IN PERSON WITH ALL MY PAPER WORK TO GET VISA OR CAN IT ALL BE MAILED IN?

The embassy and consulates have special email boxes to receive visa application.
