About:Chinese Consulate in Toronto

how do I know when Toronto visa center is re-open in order to make an appointment.

Would it be this Summer.
Can I send in my photo with the application to have it stamped now?

There is no confirmed date of reopening of the visa center. The latest notice on the official website stayed in March 2020. You can only continue to pay attention to the notice from the official website. I personally don't think it would be open this summer, considering the current vaccination progress around the world.
