About:China Visa

Change from Work to Tourist Visa in China in 2021

I am currently on a work visa that ends at the end of April. I understand that usually I could do this ta my local PSB but that China is not currently granting tourist visas.
Does that mean I cannot change to tourist status even though I am already in the country?
Has anyone been able to change from Z visa to L visa within China recently?

Actually if you do not continue to work in China, the officer may ask you to buy a ticket and exit from China before your visa expires.

Yes, I understand that if I am not granted an extension to my stay, I need to leave the country. I also know that, in normal times, I could apply towards the end of my work visa, for a tourist visa, to stay on for a month or two to see some of China.
Currently they are not granting tourist visas outside China, because people are not allowed to enter China for tourism, to limit the spread of the pandemic.
What I want to know if they are currently allowing a change to tourist status inside China.
