Is the Chinese Embassy in DC open and can I apply for a visa?

I am American married to a Chinese citizen. I have a 10 year L visa for China that expires Sep2025. I know that they are not accepting those visas. I found out that I should not have gotten a L visa and should have applied for a Q visa instead. Are they taking applications for visas, so that I can apply for a Q visa?

Richard, only if you can get a PU or TE invitation letter from China, they will accept your visa application.
