I have an expired resident visa can I renew it in the china consulate of Qatar without a PU letter?

If it was expired after March 28, 2020, you may renew it without a PU letter in the China embassy in Qatar.0

Thank you Russel, I hope this is true because when we contacted the embassy of China in Qatar they requested the PU letter.0
