Who needs TE invitation letter?

Do I still need TE invitation letter if have got the notification letter of foreigner’s work Permit?

Actually this is my first time to get Z visa so, I want to know if I need to get TE invitation letter?

As I just received the notification letter of foreigner’s work Permit from my chinese employer and I’m being told you don’t the TE letter.

Please suggest me,

I personally don't think you need the TE letter as you have receive the noficiation letter of foreigner's work permit.

I thought so. But I called the embassy’s consulate they said you are required to provide one, they started from this epidemic.
It’s strange.
