Can a holder of an expired student visa apply for M visa?

Can a holder of student visa (expired after March 28th 2020) apply for M visa if he has obtained the PU letter?

I am fresh graduate from China, i have TE letter from Chinese company but i don't have business documents because i am going to China for business for the first time. Please guide me that how can i get Business visa M.
