Quarantaine on arrival

I am a business owner who has a rep office in shanghai. Can i apply for a business visa to visit our office and is quarantaine needed when traveling with a valid negative pcr test?

Hoff, you can apply for a business visa if having a PU or TE invitation letter. Quarantine is needed even though you have a valid negative PCR test.
