Z visa - can I apply from outside my home country?

I have two passports – UK and Irish. But I live elsewhere in the EU - Czech Republic. Can I apply for a Z visa from the Chinese Embassy here locally? Or do I need to fly back to either Dublin / London to apply from the embassies there?
Thank you in advance.

Kath, you can apply from the Chinese embassy in Czech as long as you have residence permit there.
