Baby formula to China

I need to ship baby formula to my cousins in China, but i am not sure that it is legal to do that. and with the new tariffs and regulations between USA and China, i cannot find needed information online. please help!

According to the regulation, one is allowed to take 6 cans of baby formula with each can over 800g into China, or 24 cans with each can less than 800g.
